I don't see the problem. Staff Christmas party after Winter Break started, ok. If they came dressed to school like that I'd understand the outrage. However, it's my understanding this was after hours. If this surprised you, many would be surprised to know there's (could be was) an elementary school teacher that's into that naughty night life lifestyle. Teachers are people too and they have a life outside of education.
