This has nothing to do with Walmart.

Like it or not, Walmart has a reputation for attracting trash. I had been twice to the Walmart in Midtown, both times because we had no other choice, and it's just plain ghetto. There is a homeless camp in the parking lot and the area is heavily patrolled by APD. The store was dirty both times and the homeless that live in the parking lot use the facilities. One morning I saw a dead homeless on the curb and APD and an ambulance on the scene.
The Target on the other hand is super clean and there are no homeless camping in the parking lot. There are some shops and restaurants across from the big box and are also super clean. The people that shop at Target look more "presentable", no hoochie looking women, no guys that look like registered sex offenders, just normal people. I've never seen APD patrolling the area.
So, you are right in saying that Walmart didn't raise this trash, but they must do something to clean their image. Frankly, I don't mind paying more at Target if it saves me from seen some trashy people. It's worth the coin!
