Water vapor imagery shows a dry air mass over Texas extending out into the Gulf. This is keeping the storm from intensifying and sucking the moisture out of it. Latest guidance shows 2-4 inches of rain for inland counties. May be higher in spots and if the storm tracks more inland after landfall this afternoon.
