We moved here in 2007, and it wasn't this bad, hurricanes aside. We had no power for like 3 weeks with Ike, but never even flickered during Harvey. I started seeing this "out when the wind blows" after Harvey, although we did have one BIG rain storm, I think it was 2017, where the lights flickered for quite a bit. It was my son's graduation and we had the folks in from PA, and they were terrified it was a hurricane... that's how I remember lol
My guess is that it's like everything else in this area: It was installed 50 years ago, and it's deteriorating and needs to be replaced.

I think it's the trees growing over the years. A few days ago we heard some arcing from across the street and saw a blue flash every few seconds followed by a cloud of smoke. Then the power went out for a few hours until Centerpoint sent a truck to deal with it. I heard the same sound again this morning when it was windy coming from the other direction so there must be another tree branch hitting the lines there. They need to trim them back.

Centerpoint will trim trees that are interfering with the power lines. It doesn't cost the homeowner a dime. Just report it to them. 713-207-2222
