"Reminder: Lake Conroe only feeds the West Fork of the San Jacinto River. The East Fork does not have a reservoir and is not affected by releases from Lake Conroe."
I actually does affect the East Fork, indirectly. When the West Fork gets flooded and into the lake, especially at -70K CFS, it back flows to the East Fork. The East Fork is already out of its banks, along with the other releases in other watersheds. Physics.
